Timothy (Tim) R. Balensiefer, President

Tim, the founder of TBIRD Design Services Corporation in March 2000, has an extensive engineering background. After receiving his degree from Purdue University, Tim has spent the last 28 years working in the civil engineering, surveying, and construction management industry. Along with being involved with projects, his responsibilities included client and personnel management along with the administration of day-to-day company business. Tim’s widespread experience in dealing with public agencies, private developers and contractors at all levels is an invaluable asset in today’s highly regulated environments.

John C. Nagy, LS, Vice President

Bachelor of Science, Building Construction Management, Purdue University

John has worked for the Bureau of Land Management in Alaska conducting remote original government surveys required by the Alaska Native Claims Settlement Act. He also worked for the Bureau of Reclamation, supervising the Geographic Information System and hydrographic surveys for the Colorado River through Grand Canyon National Park.

More recently, John has been on an engineering design team as project manager and designer for City of Lafayette projects, including municipal utilities, road design, park design, right-of-way acquisition, and route surveys. John also assisted with the development and implementation of a GIS utility mapping program for the City of Lafayette. He has experience in relocating ingress and egress points along limited access right-of-ways. John has also successfully integrated CAD electronic files with state-of-the-art GPS computer systems on board heavy construction earth moving equipment. John has a strong engineering design background utilizing AutoCAD and GIS technology to develop drawings for construction plans, and to implement the survey portions of the construction phase.

Patrick (Pat) S. Jarboe, PE, Vice President

Pat has worked in the environmental field as a consultant to industrial clients to achieve environmental compliance on both the state and federal levels. Utilizing engineering computer models, his projects included modeling industrial air pollution dispersion, hydraulic and hydrologic stream and rainwater runoff. Pat was also a state permit official for the Indiana Department of Natural Resources, where he reviewed stream models and applications for work within Indiana stream floodplains.

More recently, Pat has been working with stormwater management in municipal projects as well as designing detention ponds and outfall systems for new developments. He has performed many hydrograph and rational method hydraulic models using many different modeling programs to complete the stormwater phase of site development and stormwater storage calculations. Pat has excellent stormwater master planning knowledge to start a successful project. He has worked with the development of the new Tippecanoe County Stormwater Management Ordinance, which incorporates the federal NPDES sediment requirements. He has an excellent working knowledge of local flood ordinance management, state floodplain requirements, and federal implications of such work. Pat has incorporated many stormwater management plans into successful engineering site construction plans.

Justin R. Frazier, PE, LS

Justin came to TBIRD in 2006 with nearly five years’ experience in the engineering and land surveying profession, primarily in the Greater Lafayette area.

Justin has recently been a key member of the design team on various types of surveying, site design and regulatory permitting projects while at TBIRD. He is proficient in Autodesk Civil 3D, HydroCad, Intelisolve, HY-8, HEC-RAS, and TR-20. Justin has obtained a thorough knowledge of the local subdivision, zoning, and drainage ordinances in various counties, including Tippecanoe, Carroll, Boone, and Hendricks Counties. He has an excellent understanding of stormwater management and erosion control practices and has obtained many storm water permits through the Indiana Department of Environmental Management (IDEM). He has extensive understanding of the legal considerations in boundary and land title surveys.

Since 2001, Clem has enjoyed gaining experience in the civil engineering and land surveying profession. Prior to entering the engineering and surveying field, he spent several years gaining valuable field experience working for a heavy construction and site development contractor.

Clem continues to gain experience with all aspects of surveying, site design, and regulatory. He has worked on a variety of municipal, commercial, and residential design projects and surveys. He is proficient in use of the latest design software and technologies. Clem has an excellent understanding of stormwater management and erosion control practices, and he has obtained many storm water permits through the Indiana Department of Environmental Management (IDEM). He has extensive understanding of the legal considerations in boundary and land title surveys as well as familiarity with traditional and satellite positioning systems. Clem is also responsible for IT management and keeping TBIRD personnel running smoothly with the latest technology.

No matter the project at hand, Clem firmly believes in delivering the highest quality and most efficient product to clients and the public. Along with his wife Courtney, Clem enjoys flying as a private pilot. He hopes his new son Cohen (2007) will soon be able to fly along. Clem and his family also enjoy participating in church activities, camping, hunting, and fishing.

Pat joined TBIRD in 2006 with nearly four years’ experience in the engineering and land surveying profession, primarily in the Chicago and Greater Lafayette areas. Prior to entering the engineering and surveying field, he worked with a bridge and road contractor as a member of their construction management team.

Pat continues to gain experience with all aspects of surveying, site design, and regulatory permitting while at TBIRD. He has worked on a variety of municipal, commercial, and residential design projects and surveys. Pat continues to develop knowledge and understanding of stormwater management, commercial wastewater design, and transportation system design and safety. He has extensive understanding of the legal considerations in boundary and land title surveys as well as familiarity with traditional and satellite positioning systems.

Pat, his wife Tatjana, and daughters, Maia (3 yrs.) and Emma (1 yr.) enjoy spending time outdoors, gardening, theatre and performing arts, and visiting family and friends. Pat and Tatjana spend their vacations in Croatia, bathing in the Adriatic Sea, and drinking homemade wine.

Keith R. O’Brien

Keith has over 25 years of experience designing, detailing, installing, inspecting, and testing various aspects of construction, including residential developments, commercial stone and glass, and utility systems. He has generated production and installation drawings for the interior and exterior of multi-level buildings. In addition, he has installed or overseen the installation of multiple utility systems and major infrastructure projects.

Keith excels in the coordination of major construction projects and has proved his abilities and thoroughness in construction inspection projects.

Jackson joined TBIRD in 2005 as a crew chief. Jackson has worked extensively on various projects including SR 43, Park East Blvd., and Wiley Dining Hall at Purdue. He is currently pursuing a Bachelor’s Degree in Organizational Management at Ashford University.

Chris Cool

Chris came to TBIRD in June 2005 with 5 years of field experience in Porter and LaPorte counties. He has worked on numerous subdivisions, highways, and topographical and boundary surveys. Some unique projects include fully rehabilitating the sanitary sewer system in Three Oaks, Michigan, performing the layout work for Natural Ovens 80ft tall bakery in Valparaiso, and building a new sewer system to service Burns Harbor, IN. Chris is currently attending Ivy Tech Community College pursuing a degree in Design Technology with a specialty in Architecture.

Nick DiGiacomo

Nick came to TBIRD in 2008 with nine years of experience in the land surveying profession. During those years, he performed topographic, boundary, hydrographic, and control line surveys as well as worked in subdivisions generating layout for all aspects of construction. Nick has also performed the construction staking for numerous Civil Site designs. In addition to his extensive field experience is his knowledge of Carlson Software—Land Development Desktop where he has created subdivision plats, property surveys, and worked with point management.

Nick continues to expand his knowledge in the Autodesk Civil 3D program, 3D surfaces, point management, and design layouts. He routinely works with contractors to create 3D models for GNSS machine control. Nick recently completed a Sediment Basin Design, where he calculated silt in an existing lake and then designed a Sediment Basin on the owner’s property. Nick’s training also allows him to effectively compile all plans needed for construction plans on a particular job.
