Tim Balensiefer

PRINCIPAL, PRESIDENT

Tim is a co-founder of TBIRD and serves as its president, providing intentional leadership for the organization. With more than 4 decades of industry experience, he has a deep understanding of complex project environments and a proven ability to guide teams toward effective, practical solutions. Tim is known for his thoughtful approach to leadership, his commitment to quality, and his ability to navigate challenges while delivering consistent results. 

Patrick Jarboe, PE

PRINCIPAL, VICE PRESIDENT

Patrick Jarboe has served as a Principal and Vice President at TBIRD since 2002. His expertise includes land and site development, drainage, erosion control, and contract management. His work is driven by a passion for strengthening communities through practical, forward‑thinking engineering solutions.  

 

Patrick Williams, PE, PS

VICE PRESIDENT

Pat Williams is a Vice President and has been with TBIRD since 2006, working on civil engineering and land surveying projects. He specializes in infrastructure and land development, construction engineering and management, and real property consulting. Patrick is known for leading complex public and private projects and for delivering practical solutions through strong leadership and technical expertise. 

Mike Owens

CONTROLLER

Mike is our Controller with more than 38 years of experience in accounting and financial leadership. He’s worked in cost accounting, financial analysis, and financial management for manufacturing companies throughout the Lafayette area and has spent the past 10 years with TBIRD. Mike oversees accounting, cash management, benefits, and risk management, and enjoys finding ways to make our operations more efficient while supporting the TBIRD team and our clients. 

 

Becca Walker

ADMINISTRATIVE ASSISTANT

For over 10 years at TBIRD Design Services, Becca has supported TBIRD’s land surveyors and civil engineers as an Administrative Office Manager. She loves to help keep everything running smoothly behind the scenes, from managing deadlines to keeping the office organized and ready for whatever the day brings. 

Rachel Pitner, PCM

STRATEGIC DEVELOPMENT LEAD

Since 2012, Rachel has built a career in marketing within the A/E/C industry, helping firms grow through strategic planning, relationship building, and collaborative leadership. She is known for aligning business development initiatives with marketing strategy to strengthen brand visibility and to create new opportunities.  

Jackson Gibson

SURVEY CREW CHIEF

Jackson has been a Party Chief with TBIRD Design since 2001, leading survey crews and providing accurate field data for a wide range of projects throughout Indiana. His expertise includes boundary, topographic, and construction surveying, along with extensive experience using GPS/GNSS and total station technology. Jackson is committed to delivering precise, dependable results that help lay the foundation for successful projects.

Chris Cool

SURVEY CREW CHIEF

Chris Cool has been with TBIRD for over 21 years and brings more than 26 years of land surveying experience. He enjoys watching projects come to life—from open fields and city lots to schools, parks, businesses, and high-rises. Chris finds surveying both challenging and rewarding, especially knowing his work helps solve problems and shape the future of the community. 

Mike Royer

SURVEY TECHNICIAN

Mike Royer has been with TBIRD since 2023 as a Survey Technician. He is also a Staff Sergeant for the Indiana Army National Guard. Mike’s passion is working outside and performing fieldwork tasks. In his spare time, he enjoys fishing and kayaking.  

 

Nick DiGiacomo

PROJECT MANAGER

Since 2016, Nick has brought his decades of experience in land surveying and civil engineering to his role as Project Manager. He is responsible for all civil site engineering projects at TBIRD. Nick is highly familiar with local requirements and standards which have allowed him to manage a wide range of successful projects.  

Matt Hallas

PROJECT MANAGER

Matt Hallas is a Project Manager at TBIRD Design Services, bringing extensive experience in construction engineering, project coordination, and land surveying. Since joining TBIRD in 2015, he has played an integral role in delivering accurate and efficient surveying and staking services for a wide range of projects. Matt is known for his attention to detail, efficiency, strong field knowledge, and ability to provide reliable results that support contractors and project teams. 

 

Jon Munn

CONSTRUCTION INSPECTOR

At TBIRD, Jon is a seasoned Construction Inspector with a proven track record in the civil engineering industry. He brings expertise in budgeting, public safety, government operations, emergency management, and strategic planning. Jon is recognized for his strong leadership and ability to successfully manage complex programs and projects. 

David Perrine

PROJECT DESIGNER

Since joining TBIRD in 2012, David has brought extensive experience in civil engineering and public works to his role designing civil site engineering projects at TBIRD. David excels at translating complex engineering sketches into precise technical drawings and performing the advanced calculations necessary to bring large-scale projects to life. 

Chris Bruinsma

PROJECT DESIGNER

Chris Bruinsma has been with TBIRD since 2016, serving as a Project Designer. Before joining the team, he spent 21 years in the Army National Guard in a variety of specialized roles, ultimately retiring as a Geospatial Engineer. Chris enjoys the day-to-day challenges of design work and takes pride in developing practical, effective solutions. 

Samir Baha

PROJECT DESIGNER

Samir is an architecture and construction professional with experience in architectural design, project coordination, and construction management.  Since 2022, Samir has worked as a Design Engineer at TBIRD, where he is recognized for his attention to detail in ensuring construction materials meet project specifications and design standards.

Eric Conde

PROJECT DESIGNER

Eric is a Project Designer at TBIRD, focused on land surveying projects and supporting the development process from the ground up. He takes a straightforward, detail-driven approach to his work and enjoys being part of projects that make a lasting impact. 

Logan Praay

PROJECT SURVEYOR

Logan is a graduate of Purdue University’s Geomatics program. He is actively pursuing licensure as a professional surveyor and contributes to a variety of land surveying projects. Logan is dedicated to producing quality results while upholding the highest standards of integrity in his work. 

Sterling Fitser, EIT

PROJECT ENGINEER

Sterling is a project engineer who joined TBIRD in 2025 from the Philadelphia region. He brings a background in multi-family residential & commercial land development with a focus on water resource engineering. Sterling has already begun tackling a number of different residential and commercial projects in the area where he has coordinated closely with local governmental and utility review agencies for efficient permitting approvals. 

Adam Bogue, EIT

PROJECT ENGINEER

Adam graduated from Purdue University with a Bachelor of Science in Civil Engineering specializing in Construction Engineering in 2025 and joined TBIRD later that summer. He’s currently an Engineer Intern working toward his Professional Engineer license. Adam is recognized for his adaptability and ability to quickly learn and apply new skills on the job.
